Pagoda Project start date announcements

Muni has been sending emails and issuing notices about the Pagoda Project start date since mid-May. However, neither Muni nor its contractors have a building permit (as of July 11, 2013), and were not able to start on any of the announced dates. But see the note below after No NB Dig sent an email on July 11 — Muni reads and reacts to it!

June 27 10-Day Notice June 17, 2013 Dear Neighbor: To facilitate construction of the Central Subway tunnels, the San Francisco Municipal Transportation Agency (SFMTA) and MH Construction (the Contractor) will demolish the Pagoda Palace, located at 1731 - 1741 Powell Street, beginning Thursday, June 27. Construction hours will be Monday to Friday from 7 a.m. to 3:30 p.m. Demolition is expected to be completed by July 31, 2013.
July Construction Update June 22-July 1, 2013 On private property at 1731-1741 Powell Street, the contractor is preparing to construct a walled excavation known as a retrieval shaft at the site where tunneling will end. The two tunnel boring machines will be removed from the ground at this location. Demolition of the building on the site will begin in July.

July 15 Construction Details email — Pagoda Palace Demolition July 11, 2013 Since last summer, the SFMTA has worked closely with the North Beach community and multiple city agencies to relocate the retrieval site of the Central Subway's tunnel boring machines (TBMs) from its original site on Columbus Avenue. After a series of community meetings and based on feedback from the community, the TBMs will now be retrieved at 1731-1741 Powell Street, known as the Pagoda Palace.

Yet another bogus construction announcement (YABCA). Many of you probably received this July 11 email about starting the Pagoda demolition. I'm pretty sure Muni is just blowing more smoke. They don't have permits or final demolition plans so cannot start. See the Pagoda Permit log - click "Show Site Permit Details" and note no activity since Feb 19. Here's a brief history of Pagoda Project start dates, none of which could have happened. Seems a City agency sending false public notices might be acting illegally ...

No date! Construction Update July 13-22, 2013 The first phase of construction at this site is the demolition of the Pagoda Palace. We expect this activity to take approximately four weeks to complete, including mobilization and site clean-up. Check out this fact sheet for more details.

This online document gives Muni's rationale for tunneling into North Beach. Their plan to dig "future" tunnels is a T-Third Phase 3 issue and Phase 3 plans do not exist.

Many of the points here are false, for example:

4. Why not leave the TBMs underground or remove them in Chinatown? As part of the recent review process, the SFMTA did consider abandoning the TBMs underground in Chinatown, north of the Chinatown Station. However, if left underground in this way, the TBMs would be difficult and disruptive to remove at a later date, significantly complicating or precluding reasonable prospects for a future extension of the T Third Line.

There was no public review process. As for "abandoning the TBMs underground," this is done on nearly all tunnel projects worldwide ("Pagoda plan strains credulity").
